Board of Directors

Dr. Sok is the Chairman of the Board of Directors of SAMIC Plc. He has been in this position since 2005. He is the former Executive Director and co-founder of Cambodian Health Committee known as CHC NGO. He has thirty years of extensive experience in the public health and development sector. He held various positions for international NGOs and the United Nations such as TB Coordinator, Program Manager, etc.
Born in Battambang, Cambodia, Dr. Sok entered the Faculty of Medicine at the University of Phnom Penh in 1973. Unfortunately, his education was cut short by war and he was forced to leave the university after two years when the Khmer Rouge took over Cambodia in April 1975. Dr. Sok fled Cambodia for the Thai-Cambodian border in 1981 and began to work and study with the American Refugee Committee (ARC) where he became first a nurse, then a health worker and then manager of the ARC TB Program before becoming the TB coordinator for all the refugee camps on the Thai-Cambodian border.
Dr. Sok received his MD from the International University of Phnom Penh in 2006. He is the principal investigator of the CIPRA grant from the NIH and is a coordinating investigator of the CAMELIA study.

Dr. Chiv has been a member of the Board of Directors of SAMIC Plc since 2005. Presently, he is the Secretariat Manager of Country Coordinating Committee for Global Fund Fighting against Tuberculosis, AIDs and Malaria. Dr. Chiv has extensive experience in rural credit and public health management. He has strong leadership and managerial skills. Dr. Chiv has held various positions such as Executive Director, Lab/TB Program Supervisor, and Assistant to Executive Director.
He began his work in 1989 as a physician at the Green Hill Medical Center Hospital at Site-B Camp on the Thai-Cambodia border. He later received his diploma in TB control and epidemiology from the Research Institute of TB from Japan/ WHO. He has more than 20 years of experience with various NGOs such as CRS, MSF-H, Health Unlimited, and MEDICAM, working as the project director of TB, HIV/AIDS and reproductive health projects. He is also a member of Japan’s Anti-Tuberculosis Association and GLOBALINK - The International Tobacco Control Community. In 2005, he earned his Master Degree in Public Health from the International University of Phnom Penh.

Mr. King has been a member of the Board of Directors of SAMIC Plc since 2006. Presently, he is the Chief Executive Officer of SAMIC Plc. He has 22 years’ experience in the sector of Banking and Microfinance. He held some key positions with the Bank Supervision Department of the National Bank of Cambodia between 1993 and 2002; and he was the Credit Program Director of CHC NGO from 2003 to 2004. Mr. King has Associate and Bachelor Degrees in Banking, and an MBA in Finance and Banking and Organization Development specialized in Microfinance Management from the Philippines.

Mr. Alip has been a member of the Board of Directors of SAMIC Plc since 1 December 2011. He is currently the Operations Director of the Center for Agriculture and Rural Development Business Development Services Foundation (CARD BDSF) in the Philippines.
Mr. Alip has approximately twelve years’ experience in microfinance sector and rural development. His particular experience in the financial sector includes teller services and savings mobilization, marketing for savings and loan products, consultancy for implementation of improved microfinance practice and coordination with funding offices, and managing business development services. While managing business development services, Mr. Alip has been deeply involved in some relevant activities such as housing microfinance, solar home systems and micro-agriculture loans/trading/marketing and related investments. During this time he attended local and international microfinance related trainings and seminars.
He holds an MSc in Community Development from Southern New Hampshire University, USA. In addition, he has been a member of the Board of Micro Venture, a social enterprise and has observed the Board of Directors meetings of CARD microfinance partners in Cambodia for several years.

Dr. Sam has been an independent member of the Board of Directors of SAMIC Plc since 2011. He is also the Advisor to and Independent Board Member of the First Investment Specialized Bank and Peng Heng S.M.E Bank, respectively.
Dr. Sam has held a number of positions such as Advisor on Rural Credit Project of MRD, General Manager of Peng Heng S.M.E Bank, Team Leader of Harmonization of AFD, Deputy Team Leader and Consultant for ADB, Trainer for Price Waterhouse (Cambodia Rural Credit and Saving), Lecturer on Banking Law at the Royal University of Law and Economics (RULE), and Lecturer on Audit at the Royal School of Public Administration. He has many years’ experience in the field of Finance and Banking, Agriculture and Cambodian Law. He has a PhD in Economics Development, from the University of Montpellier

Mr. Roth has been an independent member of the Board of Directors since 2011. Presently, he is the Legal Advisor to Canadia Bank Plc.
He has strong experience in the law sector. Mr. Roth has held various positions such as law lecturer at the Faculty of Business and the Center for Law and Global Justice (part of the University of San Francisco), Phnom Penh, and the Director of Department of Youth of the Ministry of Education, Youth and Sports (MEYS).
He holds a Bachelor Degree of Philosophy. He has attended the Law Teacher Training Program, University of San Francisco (California) and completed training related to Credit Analysis for Banking Practice Trainers in Cambodia.

Md. Choudhury has been a member of the Board of Directors of SAMIC Plc since 2007. Md. Choudhury is the Founder of ASA-Bangladesh and the current President of ASA-Bangladesh.
ASA Bangladesh is known as a world leading MFI and its microfinance model “ASA Model” is well recognized and has been adopted by many MFIs around the world. He is also the Board member and Director of CMI (Catalyst Microfinance Investors). Md. Choudhury has many years’ experience in the field of microfinance. He has a Master of Arts in Sociology (Bangladesh).

Dr. ALIP is the Advisor to the Board of Directors of SAMIC Plc. He was a Board member from 2005 to 2011. He is the current Chairman and Managing Director of CARD MRI.
He has over thirty two years’ experience in the financial sector particularly microfinance, micro insurance and rural development. Dr. Alip also held various positions such as Senior Manager for Philippine Business School for Social Progress (PBSP), Deputy Executive Director for ACPC, and Credit Supervisor for CIDSE Vietnam, Assistant Secretary of the Government of the Philippines, and Southeast Asia Credit Advisor to Oxfam America.

Mr. Dirk Machgielis BROUWER was appointed as a member of the Board in August 2016.  He is the Co-Founder and Executive Director of Catalyst Microfinance Investors (CMI), the major shareholder of the Institution and of ASA International Holding (Amsterdam and Dhaka). He is also the Founder and Managing Director of Sequoia which is an independent corporate finance and investment firm in the Netherlands. 

Mr. Brouwer has over thirty years’ professional experience in banking. Currently, he holds various positions in different companies including the Director of Inverko Compounding (Emmen) which is the major plastic recycling company and the Chairman of the Supervisory Board of Carbonx (Delft) which is the material science company in cooperation with Technical University Delft. 
 
Mr. Brouwer graduated from Erasmus University (Rotterdam) with Master of Business Economics in 1985. He also obtained an MBA from Stanford University, Graduate School Business, in 1987.
